Bank of Japan

The Bank of Japan is Japan's central bank, responsible for monetary policy in the yen, and it is the institution whose decisions and outlook reports move every pair the yen sits in.
The central bank of Japan. Policy is decided by its Policy Board, which meets on a published schedule and announces its decision without a fixed release minute, so the announcement lands inside a window rather than at a timestamp. That single procedural detail matters more to a screen than the decision itself does, because a market that cannot time an announcement prices the whole window rather than an instant.
The institution has spent a longer stretch than any other major central bank operating at and below the floor of its policy rate, which pushed it further into balance sheet instruments than its peers: large scale asset purchases, control of a target yield along the government bond curve, and purchases of assets other central banks have not bought. A consequence is that its policy is read from the terms of its operations as much as from its rate, and a change to an operating parameter can be a policy decision in everything but name.
On transparency it sits between its peers, publishing the decision, the vote, a quarterly outlook report, a press conference, minutes in the following weeks and full transcripts after a long delay. The yen's role complicates the reading further: it is a currency participants hold in periods when risk appetite falls, so it can strengthen on events that have nothing to do with Japan, and a move in a yen pair is never attributable to the Bank without checking what the rest of the market did in the same hour.
